In general, a business plan is acceptable if you have a small number of active investors (that is, people who actively make decisions for the production.) Even if you need a PPM, many independent film producers find that investors are intimiated by the heavy legalese in the PPM. A film business plan can articulate the strengths of a feature film or documentary very effectively. If investors are interested in taking the next step, the PPM can then define the legal requirements.
